The regular meeting of the East Carroll Parish School Board was held Tuesday, February 9, 1999 at 6:30 p.m. in the Boardroom of the School board Office.

 

Member(s) present: Mr. Ralph Coleman, Mr. Gene Edmondson, Mrs. Fannie Hawkins, Mr. Glenn Dixon, Mrs. Georjean Jackson, Reverend Michael Owens, and Mr. Buford Perry

 

Member(s) absent: Reverend Tommy McKeel and Evangelia Combs

 

The meeting was called to order by President, Georjean Jackson and all visitors were welcomed.

 

Invocation was given by Mr.Gene Edmondson

 

Mr. Buford Perry moved, seconded by Mr. Gene Edmondson to accept the minutes of the regular meeting of January 5, 1999 and the special meeting of January 18, 1999.

Mr. Glenn Dixon moved, seconded by Mr. Ralph Coleman to accept the resignation of Ms. Gloria Carter from the America Reads Challenge Program.

Mrs. Fannie Hawkins moved, seconded by Mr. Gene Edmondson to hire LaKarven Pitts to replace Ms. Gloria Carter (America Reads Challenge Program).

Rev. Michael Owens moved, seconded by Mr. Glenn Dixon to accept the resignation (for retirement) of Ms. Claudine Poindexter as secretary of Northside Elementary effective, February 9, 1999.

Mr. Glenn Dixon moved, seconded by Mr. Gene Edmondson to adopt the following policies: 1. Student Fees, Fines and Charges, and 2. Testing Program.

Board members advised Mr. Marrage Facen to obtain a price on a group picture of board members which would be displayed in the School Board Meeting Room.

 

Rev. Michael Owens moved, seconded by Mrs. Fannie Hawkins to add the following items to the agenda:

 

 

1.         Delinquent school board audit by Mr. Louis Bradley.

2.         Lake Providence Senior High School Band Booster Club.

3.         Board inservice on the new School Accountability Law.

4.         Fundraiser for Northside Elementary School.

5.         Retirement of architect BKen Webb.

Mr. Glenn Dixon moved, seconded by Mr. Gene Edmondson to inform Mr. Louis Bradley that legal action would be taken against him if the Board's audit was not completed by February 28, 1999.

A Lake Providence Senior High School band booster parent (Mrs. Delores Martin) addressed the board with concerns as to a principal's responsibility and discretion when spending funds raised as a school-sponsored activity. Mr. Facen explained two related Louisiana Statutes on school finances which gave the principal the authority to spend school-sponsored funds on expenses for the school, students, and faculty. It was further explained that funds raised specifically by the Band Booster Club could only be spent for the purpose for which funds were raised and donated to the school. Mr. Facen also advised Mr. Herbert Howard to decide prior to events how monies raised involving Band Booster Clubs and the school would be shared between the school account and the band booster account.

 

Reverend Michael Owens moved, seconded by Mrs. Fannie Hawkins to accept the following land lease bids:

Mr. Gene Edmondson moved, seconded by Mr. Ralph Coleman to ask Ginger Merritt at the Region 8 Service Center to bring a video and train board members on the new School Accountability Law.

Mr. Glenn Dixon moved, seconded by Mr. Ralph Coleman to amend the previous motion to have the East Carroll Parish School Board host the School Accountability meeting and invite the surrounding parishes to attend.

Mrs. Fannie Hawkins moved, seconded by Rev. Michael Owens that since architect Ken Webb had retired, Sam Hamilton (same firm as Webb) serve in that capacity temporarily.

 

Mr. Hamilton would be contacted and asked to bring a cost estimate for repairs needed at the Lake Providence Junior High School.

Rev. Jesse Knight presented service plaques to Mrs. Georjean Jackson, Mr. Marrage Facen and Mrs. Nell Rambo.
