The regular meeting of the East Carroll Parish School Board was held Tuesday, June 1, 1999 at 7:30 p.m. in the Boardroom of the School Board Office.

 

Member(s) present: Mr. Ralph Coleman, Mr. Gene Edmondson, Mr. Glenn Dixon, Mrs. Evangelia Fields, Mrs. Fannie Hawkins, Mrs. Georjean Jackson, Reverend Tommy McKeel, Reverend Michael Owens

 

Member(s) absent: Mr. Buford Perry

 

The meeting was called to order by the President, Mrs. Georjean Jackson and visitors were welcomed.

 

Invocation was given by Mr. Gene Edmondson

 

Mrs. Fannie Hawkins moved, seconded by Mrs. Evangelia Fields that the minutes of the special meeting of April 26, 1999, regular meeting of May 4, 1999 and special meeting of May 17, 1999 be adopted as written.

Mrs. Fannie Hawkins moved, seconded by Mr. Glenn Dixon to accept the resignation of Ms. Florence Atlas, Aide at Northside Elementary School, (effective May 27, 1999) for retirement purposes).

 

Mr. Ralph Coleman moved, seconded by Mrs. Evangelia Fields to accept the resignation of Mrs. Patricia Foster Roberson, as assistant girl basketball coach at Lake Providence Senior High School (effective for 1999-2000 school year).

Mrs. Fannie Hawkins moved, seconded by Mr. Glenn Dixon to approve the Substitute Employee list.

Mr. Ralph Coleman moved, seconded by Reverend Tommy McKeel to accept the Superintendent’s recommendation on addressing two audit concerns:

 

            1.         Fixed Assets Bookkeeper to be handled by Mrs. Carol McClendon

            2.         Receptionist/Bookkeeper: Mrs. Rosie Spencer

Mr. Glenn Dixon moved, seconded by Mrs. Evangelia Fields to accept the recommendation of the Superintendent, Mr. Marrage Facen to hire Ms. Shirley Dee, teacher for ”r;America Reads” at fifteen ($15.00) dollars per hour beginning June 1, 1999 and ending July 30, 1999.

Mrs. Fannie Hawkins moved, seconded by Reverend Tommy McKeel to grant the use of Lake Providence Senior High School Auditorium to Ms. Joyce Taylor and the Youth Choir of Mt. Calvary Baptist Church with said parties assuming all responsibilities August 21, 1999 at 5:00 p.m. (Fundraiser)

Mr. Ralph Coleman moved, seconded by Mrs. Evangelia Fields to appoint a Financial Committee to review all invoices that come through the Central Office.  Members appointed were as follows:

 

            1.         Mrs. Fannie Hawkins

            2.         Mr. Buford Perry

            3.         Mrs. Georjean Jackson

Mrs. Fannie Hawkins moved, seconded by Mr. Ralph Coleman to open all bids for School Food Service, turn them over to Mrs. Kathy Hattaway to select the lowest bidders and provide the Board with a recap sheet in its July 6, 1999 regular meeting.

Reverend Michael Owens moved, seconded by Mrs. Evangelia Fields to open all bids on Janitorial Supplies on June 2, 1999, turn them over to Mr. Willie Bell to select the lowest bidders and provide the Board with a recap sheet in its July 6, 1999 regular meeting.

Reverend Michael Owens moved, seconded by Mrs. Evangelia Fields to approve the Special Education Application for the 1999-2000 school year.

Reverend Michael Owens moved, seconded by Mr. Ralph Coleman to authorize the Superintendent, Mr. Marrage Facen and the Board’s President, Mrs. Georjean Jackson to sign the Statement of Assurance for the Pupil Progression Plan, Personnel Evaluation Plan and the Transition Assurance Plan for Special Education.

Mr. Glenn Dixon moved, seconded by Mrs. Evangelia Fields to authorize the Superintendent Mr. Marrage Facen and Mrs. Helen Millikin, Technology Coordinator to purchase a 6 passenger van for the Technology Program.

Reverend Michael Owens moved, seconded by Mrs. Evangelia Fields to accept the revised general fund budget for 1998-99.

Mrs. Fannie Hawkins moved, seconded by Reverend Michael Owens to add two (2) items to the Board’s agenda.

 

            1.         Summer School

            2.         Correspondence from Mrs. Margaret Scott

Reverend Michael Owens moved, seconded by Mrs. Evangelia Fields that a summer school program at Lake Providence Senior High School  be establish for the summer of 1999 by the East Carroll Parish School Board.

The Superintendent, Mr. Marrage Facen read a letter to the Board from Mrs. Margaret Scott requesting a release of her child from East Carroll Parish where she resides to attend school in West Carroll Parish.

 

Mrs. Fannie Hawkins moved, seconded by Reverend Michael Owens to reject the request of Mrs. Margaret Scott to transfer her child to West Carroll.

 

Voting for: Mr. Glenn Dixon, Mrs. Fannie Hawkins, Reverend Tommy McKeel, Reverend Michael Owens

 

Voting against: Mr. Ralph Coleman, Mr. Gene Edmondson

 

Abstaining: Mrs. Evangelia Fields
