The regular meeting of the East Carroll Parish School Board was held Tuesday, December 5, 2000 at 6:30 p.m. in the Boardroom of the School Board Office.

 

Member(s) present: Mrs. Georjean Jackson, Mrs. Fannie Hawkins, Reverend Tommy McKeel, Mr. Ralph Coleman, Mr. Buford Perry, Mr. Glenn Dixon and Mr. Gene Edmondson

 

Member(s) absent: Mrs. Evangelia Fields and Reverend Michael Owens

The meeting was called to order by the President, Mrs. Georjean Jackson and all visitors were welcomed.

 

Mr. Gene Edmondson moved, seconded by Mrs. Fannie Hawkins to accept the minutes of the November 8, 2000 meeting.

Mrs. Fannie Hawkins moved, seconded by Mr. Buford Perry to authorize Mrs. Helen Millikin to submit the required paperwork to the State Department of Education in order to implement an ACT Prep Course at the Lake Providence Senior High School.

Mrs. Fannie Hawkins moved, seconded by Mr. Buford Perry to authorize the Superintendent of Schools to coordinate an auction of surplus school property scheduled for Saturday, January 13, 2001.

The Board took no action on the Energy Analysis Proposal for the East Carroll Parish School System presented by Energy Masters International.

 

Mr. Gene Edmondson moved, seconded by Mr. Ralph Coleman to approve the 2000-2001 Pupil Progression Plan for the East Carroll Parish School System.

Mr. Gene Edmondson moved, seconded by Mr. Buford Perry to accept the bid of $900.00 from Cypress Farm Partnership for the least of Farm #609 for three years - ($300.00 per year).

Mrs. Fannie Hawkins moved, seconded by Reverend Tommy McKeel to grant the use of the Lake Providence Senior High School Cafeteria to Nina Grey for a wedding reception scheduled for December 23, 2000 from l:00 p.m. to 8:00 p.m.

Mrs. Fannie Hawkins moved, seconded by Reverend Tommy McKeel to grant the use of Northside Elementary gymnasium to Jessie Wiggins for a wedding reception scheduled for December 23, 2000 from 4:00 p.m. to 6:00 p.m.

Mrs. Fannie Hawkins moved, seconded by Reverend Tommy McKeel to grant the use of the Lake Providence Senior High School Bandroom to the Lake Providence Police Department for a Christmas Party scheduled for December 22, 2000 from 8:00 p.m. to 12:00 p.m.

Mrs. Fannie Hawkins moved, seconded by Mr. Gene Edmondson to move into executive session to discuss pending lawsuits.

Mrs. Fannie Hawkins moved, seconded by Reverend Tommy McKeel to deny payment of a bill submitted by District Attorney Buddy Caldwell in the amount of $434.70 for legal research performed in the Michael Owens case because the board did not hire District Attorney Caldwell.

Mr. Buford Perry moved, seconded by Reverend Tommy McKeel to authorize the Superintendent of Schools to advertise for General Liability Insurance.

The Board was informed that the Superintendent was still working with Taylor and Sons regarding the renewal of Blue Cross Insurance.  Since the expiration date is December 31, 2000, the Board would have to schedule a special meeting to decide on an insurance carrier.

 

Mr. Buford Perry moved, seconded by Mr. Ralph Coleman to cancel Workmen’s Comp premium payments to Credit General due to the company being in receivership, and take insurance with Louisiana Workers’ Compensation Association.

Mr. Buford Perry moved, seconded by Mr. Glenn Dixon to authorize Attorney Michael Kelly to contact the owner of a tree that fell on the school board’s warehouse, and recoup the board’s expenses for repairs.

Mr. Glenn Dixon moved, seconded by Mr. Gene Edmondson to support the Louisiana Association of School Superintendents resolution requesting that the Legislature in the 2001 Session refrain from bringing teachers’ salaries up to the SREB average by redirecting funds which are presently in the MFP formula.  The resolution also requests that additional funding sources be found to provide for salary increases.

Mr. Glenn Dixon moved, seconded by Mr. Gene Edmondson to give all school employees a sales tax salary supplement of $850.00 in December, 2000.
