The regular meeting of the East Carroll Parish School Board was held Tuesday, September 4, 2001 at 7:30 p.m. in the Boardroom of the School Board Office.

 

Member(s) present: Mrs. Georjean Jackson, Mrs. Fannie Hawkins, Reverend Tommy McKeel, Mr. Ralph Coleman, Mr. Buford Perry, Mr. Glenn Dixon, Mrs. Evangelia Fields, Mr. Roger Shoemaker, Mr. Gene Edmondson

The meeting was called to order by the President, Mrs. Georjean Jackson, and all visitors were welcomed

 

Mr. Gene Edmondson moved, seconded by Mr. Buford Perry to accept the minutes of the regular meeting of August 7, 2001

 

MOTION PASSED

 

Mr. Buford Perry moved, seconded by Mr. Roger Shoemaker to add the following five items to the agenda

 

            1.  Conservation Reserve Program presentation by Mr. Floyd Hooker

            2.  Pass out policies for adoption at the next regular board meeting

            3.  Mid-South Foundation Report

            4.  Operational supplement for contract bus drivers; and

            5.  Consideration of hiring security guards for the Lake Providence Jr. High School

The Board listened to an Even Start Family Literacy Program and a Homeless Children Program presented by Dee Brister Henshaw and Donna Medling

 

Mr. Glenn Dixon moved, seconded by Mrs. Evangelia Fields to grant a one semester (Fall, 2001) leave without pay to Mrs. Para Lee Nunley a cafeteria technician

Mrs. Evangelia Fields moved, seconded by Mr. Ralph Coleman to accept the following resignations

 

            1.  Mrs. Meagan Brown - Teacher at Northside Elementary School

            2.  Ms. Ingrid Lockhart - Teacher at Southside Elementary School

Mr. Gene Edmondson moved, seconded by Mr. Ralph Coleman to approve the East Carroll Parish School System’s employment list for the school year 2001-2002

Mr. Buford Perry moved, seconded by Mrs. Evangelia Fields to hire Mr. Cary Burks as assistant janitor at the Lake Providence Senior High School, and promote Mr. John Young to head janitor at the Lake Providence Senior High School

Mr. Buford Perry moved, seconded by Mr. Ralph Coleman to approve the East Carroll Parish School Board Budget for the 2001-2002 school year.

Mrs. Georjean Jackson, school board president, selected Mrs. Fannie Hawkins, Mr. Gene Edmondson, and Mr. Glenn Dixon to appoint a Bi-racial Committee as per the US Justice Department Court Decree

 

Mr. Buford Perry moved, seconded by Mr. Gene Edmondson to accept the bid ($8,150 per year) for three years; to reject bids for Farm #43 and Farm #238 and re-advertise for one year Farm #43 and Farm #238

Mr. Marrage Facen, Superintendent of Schools, reported to the board that the MFP lawsuit had been settled and that the board had received its share of the money in the amount of $25,055.

 

Mr. Buford Perry moved, seconded by Mr. Gene Edmondson to table the matter of placing water wells on Section 16 Farm Land while considerations were being made to place said land in the Conservation Reserve Program

Mrs. Georjean Jackson, Board President, appointed Mr. Glenn Dixon, Mr. Buford Perry, Mr. Gene Edmondson, Reverend Tommy McKeel, Mr. Roger Shoemaker, and Mr. Ralph Coleman to study the benefits of the Conservation Reserve Program and the current Base Crop Program and report back to the board.

 

Mr. Buford Perry moved, seconded by Reverend Tommy McKeel to pay the following insurance premiums for 2001-2002; Property Insurance - $44, 843 and Errors and Omissions - 47,567

Mrs. Fannie Hawkins moved, seconded by Mrs. Evangelia Fields to grant the following request for fundraisers:

 

1.         Northside Elementary - Requested permission to hold fundraisers activities to take Accelerated Reader participants on field trips

 

2.         Monticello High School - Requested permission to sell calendars in the community

 

3.         Lake Providence Senior High School - Requested permission to solicit advertisements from local businesses for the school’s yearbook.

Mr. Glenn Dixon moved, seconded by Mr. Buford Perry to supplement the operational allowance for contract bus drivers by $1,500 for the 2001-2002 school session

Mr. Marrage Facen, Superintendent of Schools, reported to the board that the Lake Providence Junior High School had been nominated for commendation from the United State Department of Education for remarkable progress and achievement by the Mid-South Foundation

 

Mr. Buford Perry moved, seconded by Mr. Ralph Coleman to table the hiring of security guards at the Lake Providence Junior High School
