The regular meeting of the East Carroll Parish School Board was held Tuesday, August 6, 2002 beginning at 7:30 p.m. in the Boardroom of the School Board Office.

 

Member(s) present: Mrs. Fannie Hawkins, Reverend Tommy McKeel, Mr. Ralph Coleman, Ms. Oleaner Green, Mr. Glenn Dixon, Mrs. Evangelia Fields, Mr. Gene Edmondson

 

Member(s) absent: Mrs. Georjean Jackson, Mr. Buford Perry

 

The meeting was called to order by the Vice President, Mrs. Fannie Hawkins, and all visitors were welcomed

 

Invocation was given by Reverend Tommy McKeel

 

Mr. Gene Edmondson moved, seconded by Reverend Tommy McKeel to accept the minutes of the regular meeting of July 2, 2002

Mr. Gene Edmondson moved, seconded by Reverend Tommy McKeel to add the following items to the agenda: Proposal from the police jury for school garbage pickups, Health Insurance, Policy on Employment of Personnel, and one time pay supplement for support personnel and teachers

Mr. Gene Edmondson moved, seconded by Mr. Glenn Dixon to table a proposal to have the Police Jury pick up school garbage until the superintendent of schools reviewed the proposal and reported his findings at the next board meeting

Mr. Facen, superintendent of schools, reported that he had requested American Fidelity (Oklahoma City) to draft a health insurance proposal to replace Blue Cross/ Blue Shield Insurance.  He had also requested that American Fidelity send representatives to East Carroll Parish during the week of August 19th to present a proposal to personnel at the Central Office and all principals and their designated school representative

 

The Employment of Personnel Policy was passed out to the board members for consideration at the September 3, 2002 board meeting

 

Mr. Facen reported that he had received a letter from the Louisiana Department of Education detailing how support personnel would receive a one time pay supplement of $500.00.  East Carroll will receive its support personnel allotment by August 22, 2002.  Support personnel will receive a one-time $500.00 supplement in September, 2002.  Teachers will receive a one-time pay supplement in January, 2003 based on the October 1st minimum foundation membership

 

Mr. Gene Edmondson moved, seconded by Mrs. Evangelia Fields to allow Mrs. Anita Brooks to use the bandroom of the Lake Providence Senior High School for her graduation reception beginning at 6:00 p.m. on August 10, 2002

Mr. Gene Edmondson moved, seconded by Mr. Ralph Coleman to place Mr. Albert Bass (recently certified) at Southside Elementary as the lunchroom manager, and move Mrs. Edith Gipson, the present manager at Southside, to Lake Providence Senior High School

Reverend Tommy McKeel moved, seconded by Mr. Gene Edmondson to accept the resignation of Mr. Clarence Brown, band director, at the Lake Providence Senior High School

Reverend Tommy McKeel moved, seconded by Mr. Glenn Dixon to accept the resignation of Mr. Thomas Miller, assistant janitor, at Lake Providence Junior High School

Mr. Marrage Facen reported that the tractor shed, which has been ordered, should arrive the week of August 12, 2002; and, would be place adjacent to the Lake Providence Senior High School cafeteria

 

As soon as the regulations for enforcing the CRP (Conservation Reserve Program) have been received, Mr. Facen assured the board that he would disseminate the information to board members for their review in consideration of leasing school board land to the government for planting trees

 

Fortis Insurance Company has moved out of Louisiana and Taylor and Sons will find someone to do our supplemental life insurance policy, according to Mr. Marrage Facen, superintendent of schools

 

Mr. Robert Waxman will meet with the school board members to answer concerns relative to district lines as soon as the board schedules a meeting date according to Mr. Marrage Facen

 

Mr. Ralph Coleman moved, seconded by Ms Oleaner Green to give provisional approval to the Channel One News Company to place televisions in designated classrooms at the Lake Providence Senior High School.  Final approval would be pending a follow-up report to the board on problems and/or progress of installation

Mr. Glenn Dixon moved, seconded by Reverend Tommy McKeel to authorize the board to enter into an agreement with the Louisiana School Board Association to participate in litigation to prevent the Louisiana Legislature from allocating ($17,000,000) of Tobacco Settlement money to private schools.  The East Carroll Parish School Board would contribute $259.00 to the legal fund

Mrs. Nancy Baker, parent, addressed the board regarding problems with the dress code at the Lake Providence Senior High School.  Mrs. Rosie Armstrong, principal, agreed to meet with parents at the Lake Providence Senior High School on August 16th at 5:00 p.m. to address dress code concerns
