The regular meeting of the East Carroll Parish School Board was held Wednesday, November 6, 2002 beginning at 6:30 p.m. in the Boardroom of the School Board Office

 

Member(s) present:  Mrs. Georjean Jackson, Mrs. Fannie Hawkins, Reverend Tommy McKeel, Mr. Ralph Coleman, Mrs. Oleaner Green, Mr. Glenn Dixon, Mrs. Evangelia Fields, Mr. Gene Edmondson, Mr. Buford Perry

 

Member(s) absent:  None

 

The meeting was called to order by the President, Mrs. Georjean Jackson, and all visitors were welcome

 

Invocation was conducted by Reverend Tommy McKeel

 

Mr. Gene Edmondson moved, seconded by Mr. Ralph Coleman to accept the minutes of the regular meeting of October 1, 2002 and the Special Meeting of Tuesday, October 8, 2002

Blue Cross representatives presented a report on the Health/Hospital rate renewal which would become effective January 1, 2003, if adopted by the Board

 

Mrs. Fannie Hawkins moved, seconded by Reverend Tommy McKeel to add one item to the agenda

Mr. Marrage Facen announced that Mr. Robert Waxman (Reapportionment Consultant) and Mr. Jimmy Hattaway (Registrar of Voters-East Carroll) would examine the map for reapportionment and try to denote the racial make-up of registered voters by district as requested by board members.  Mr. Waxman's letter was given to each board member along with a letter written by Mr. Waxman to Mr. Hattaway.  Mr. Wqxman cautioned the Board that unless some movement takes place toward the approval of a plan, the Board might not be able to participate in the election scheduled for 2003

 

Mr. Glenn Dixon moved, seconded by Mrs. Fannie Hawkins to allow the principal and staff of Northside Elementary School to conduct fundraisers during the 2002-2003 school year

Mr. Ralph Coleman moved, seconded by Reverend Tommy McKeel to accept the resignation of Mrs. Betty Rice, a science proctor, at Southside Elementary

Mrs. Fannie Hawkins moved, seconded by Mrs. Evangelia Fields to accept the resignation for retirement of Mrs. Annie Haythorne, a special education teacher at Monticello High School

Reverend Tommy McKeel moved, seconded by Mrs. Fannie Hawkins to employ LaTonya Martin as a science proctor at the Lake Providence Junior High School and Natasha Lyons as a science proctor at Southside Elementary

Mr. Glenn Dixon moved, seconded by Mrs. Oleaner Green to employ Mrs. Audrey Landers as a teacher of the blind at Transylvania Elementary

Mrs. Oleaner Green moved, seconded by Mr. Ralph Coleman to pay all school employees a salary supplement of $1,000 on December 6, 2002

Mr. Ralph Coleman moved, seconded by Reverend Tommy McKeel to accept the bid of $1555.00 from Mr. Ernest Wilson for a 1981 International school bus.

Mr. Marrage Facen reported that the Consolidated Application for Title I funds had not been approved due to additional changes that had to be addressed before re-submission

 

Mr. Gene Edmondson moved, seconded by Mrs. Evangelia Fields to move into executive session to discuss a personnel matter

Mr. Gene Edmondson moved, seconded by Mr. Ralph Coleman to reconvene the regular meeting

Reverend Jesse C. Knight was allowed to address the board concerning the suspension of Tresca Larry.  Mr. Marrage Facen explained that the principal, Mrs. Rosie Armstrong had exercised her discretion to suspend Tresca Larry pursuant to policy.  The suspension was upheld
