School Board Meeting - Regular

The regular meeting of the East Carroll Parish School Board was held Tuesday, September 2, 2003 beginning at 6:30 p.m. in the Boardroom of the School Board Office.

 

Member(s) present:  Mrs. Georjean Jackson, Mrs. Fannie Hawkins, Rev. Tommy McKeel, Mr. Ralph Coleman, Mrs. Oleaner Green, Mr. Gene Edmondson, Mr. Buford Perry, Mrs. Evangelia Fields and Mr. Glenn Dixon.

 

Member(s) absent:  None

 

The meeting was called to order by the president, Mrs. Georjean Jackson, and all visitors were welcomed.

 

Invocation was given by Mr. Glenn Dixon.

 

Mr. Glenn Dixon moved, seconded by Mrs. Oleaner Green to approve the minutes of the August 8, 2003 meeting (Regular), August 12, 2003 meeting (Special) and August 14, 2003 meeting (Special).

 

MOTION PASSED

 

Mr. Glenn Dixon moved, seconded by Mrs. Fannie Hawkins to allow Ms. Connie Powell the use of the Lake Providence Senior High School Auditorium for a "Police Brutality Awareness" discussion scheduled for September 20, 2003.

 

VOTING FOR THE MOTION:  Mrs. Fannie Hawkins, Mr. Buford Perry, Mrs. Oleaner Green, Mrs. Evangelia Fields, Mr. Glenn Dixon, and Rev. Tommy McKeel.

 

VOTING AGAINST THE MOTION:  Mr. Gene Edmondson, and Mr. Ralph Coleman.

Mr. Glenn Dixon moved, seconded by Mrs. Evangelia Fields to accept the resignation of Mr. Willie Lyons, a teacher at the Lake Providence Senior High School.

Mrs. Evangelia Fields moved, seconded by Rev. Tommy McKeel to accept the resignation of Mrs. Jamie Johnson, speech therapist, for retirement.

Mr. Gene Edmondson moved, seconded by Mr. Ralph Coleman to approve the East Carroll Parish School Employee List for the 2003-2004 school year.

 

MOTION PASSED

 

Mr. Glenn Dixon moved, seconded by Mrs. Oleaner Green to approve a salary embedded pay raise of $600 for all support employees ($476 for MFP and $134 from the sales tax).

Mr. Glenn Dixon moved, seconded by Mr. Ralph Coleman to take the implementation of the Girl Scout Program under advisory until input was received from the principals.

Mr. Gene Edmondson moved, seconded by Mr. Glenn Dixon to accept the implementation of the Governor's Program on Sexual Abstinence in all public schools of East Carroll Parish.

Mr. Glenn Dixon moved, seconded by Mrs. Oleaner Green to approve an operation supplement of $1500.00 for contract bus drivers to maintain their buses.

Mrs. Evangelia Fields moved, seconded by Rev. Tommy McKeel to approve the hiring of Dr. Eliza Dorsey as Secondary Supervisor for East Carroll Parish Schools.

 

VOTING FOR THE MOTION:  Rev. Tommy McKeel, Mrs. Fannie Hawkins, Mr. Buford Perry, Mr. Ralph Coleman, Mrs. Oleaner Green, Mr. Glenn Dixon, and Mrs. Evangelia Fields.

 

VOTING AGAINST THE MOTION:  Mr. Gene Edmondson

Mrs. Evangelia Fields moved, seconded by Mr. Gene Edmondson to hire Ms. Peggy Madden as Title II Coordinator for East Carroll Schools.

Mrs. Evangelia Fields moved, seconded by Mrs. Oleaner Green to hire Mr. Gregory Jones as Title I Technology Technician for the East Carroll School District.

Mrs. Evangelia Fields moved, seconded by Mr. Gene Edmondson to approve mileage allocation of (.32) per mile in accordance with the Louisiana State rate.

Mr. Gene Edmondson moved, seconded by Mrs. Fannie Hawkins to renew property insurance with Rural Indemnity Insurance Company at a cost of $57,750 for the school year 2003-2004.

Mr. Gene Edmondson moved, seconded by Mr. Ralph Coleman to authorize the Superintendent of Schools to accept a reasonably priced policy for Educators= Legal Liability.

Mrs. Evangelia Fields moved, seconded by Mr. Glenn Dixon to add three items to the agenda.

Mr. Ralph Coleman moved, seconded by Mrs. Evangelia Fields to allow Monticello High School and Transylvania Elementary School to conduct fundraisers for the school year 2003-2004.

 

MOTION PASSED

Mr. Buford Perry offered to serve as the caretaker for the school board hunting lands free of charge.  The Superintendent of Schools was asked to seek a legal opinion from the board's attorney as to the legality of Mr. Perry's offer.

 

The Superintendent of Schools issued a revised Student Transfer Policy to the board for consideration at the October 7, 2003 meeting.
