School Board Meeting

November 4, 2003

 

The regular meeting of the East Carroll Parish School Board was held Tuesday, November 4, 2003 at 6:30 p.m. in the boardroom of the School Board Office.

 

Members present:  Mrs. Fannie Hawkins, Rev. Tommy McKeel, Mr. Buford Perry, Mr. Ralph Coleman, Mrs. Oleaner Green, Mr. Glenn Dixon, Mrs. Evangelia Fields, and Mr. Gene Edmondson.

 

Member(s) absent:  Mrs. Georjean Jackson.

 

Invocation was given by Rev. Tommy McKeel.

 

The meeting was called to order by the vice president, Mrs. Fannie Hawkins, and all visitors were welcomed.

 

Mr. Gene Edmondson moved, seconded by Rev. Tommy McKeel to approve the minutes of the October 1, 2003 meeting.

 

MOTION PASSED

 

Mrs. Oleaner Green moved, seconded by Mr. Gene Edmondson to accept the resignation Mr. James Coleman, Monticello High School teacher; and, Ms. Erin Condrey, Southside Elementary teacher.

Mr. Buford Perry moved, seconded by Rev. Tommy McKeel to hire Ms. Angela Nichols as a teacher at Monticello High School; and, Mr. James Coleman as a science proctor at the Lake Providence Sr. High School.

Mr. Buford Perry moved, seconded by Rev. Tommy McKeel to allow Ms. Versie Williams to use the Lake Providence Senior High School Bandroom for a birthday party on November 8, 2003 from 7:00-11:00 p.m.

Mr. Glenn Dixon moved, seconded by Mrs. Oleaner Green to allow Mrs. Lillie Hawkins to use the Southside Elementary cafeteria and equipment for a Christmas reunion on December 25, 2003.

 

MOTION PASSED 

 

Mr. Buford Perry moved, seconded by Mrs. Oleaner Green to allow Lake Providence Senior High School, Southside Elementary, and Northside Elementary to conduct fundraisers during the 2003-2004 school year.

Dr. Voleria Millikin, superintendent of schools, reported that the East Carroll Parish School Board had two farmlands in the Conservation Reserve Program (CRP).  Tree seedlings would need to be ordered in June of 2004 in order to be ready for planting in December of 2004.

 

Other requirements for participation in the program included:

 

  1. Bush hogging the land and burning weeds;

  2. Placement of flags;

  3. Planting rye and oats in November (2004)

    To provide food for the animals;

  4. Inspection of seedlings; and,

  5. Preparation of firebreaks.

     

    Mr. Glenn Dixon, Mrs. Fannie Hawkins and Mr. Gene Edmondson would serve on the Tree Committee to prepare the groundwork for the Tree Planting Project for next year.

     

    Dr. Voleria Millikin reported that Federal Programs: Titles 2, 3, 4, 5, 6 and 10 had been approved by the State Department of Education and monitoring was scheduled for December 2-3, 2003.  Technical assistance for the Title 1 program would also be provided at the time of monitoring.

     

    Mr. Glenn Dixon moved, seconded by Mrs. Evangelia Fields to give each school employee a $1,000 salary supplement to be distributed with the November payroll.

    The following policies were issued to board members for consideration and adoption at the December 2, 2003 board meeting:

     

  6. Payroll procedures;

  7. Student Identification; and,

  8. Pupil Progression Plan.


Dr. Voleria Millikin reported that the Education Excellence Applicaton (Tobacco Funds) had been approved for $332,612.  Funds would be used to enhance the math and science programs at all public schools in the parish.

 

Mr. Gene Edmondson moved, seconded by Mrs. Evangelia Fields to approve payment of LWCC (Workmen's Comp.) premium of $69,968.

Mr. Gene Edmondson moved, seconded by Mrs. Evangelia Fields to adopt the East Carroll Parish School District's Student Code of Conduct and Discipline handbook; and to begin the process of hiring a district truant officer and school resource officers for the Lake Providence Junior High School.

Mr. Gene Edmondson moved, seconded by Mr. Buford Perry to accept the bid of $28,560 ($9,520/yr. for three years) from Parker Farms for Farm #1160 (Thrill Hill).

Mr. Solomon Armstrong, baseball coach, requested financial assistance from the board to purchase supplies, equipment, field preparation, and to transfer light poles from Southside Elementary field to the Northside Elementary field.

 

Mr. Glenn Dixon moved, seconded by Rev. Tommy McKeel to allow the baseball team to play and host baseball games on the Northside Elementary field.

Mr. Buford Perry moved, seconded by Mr. Gene Edmondson to approve an emergency purchase of a boiler for Northside Elementary School.
