East Carroll Parish

School Board Meeting

July 5, 2005


The regular meeting of the East Carroll Parish School Board was held on Tuesday, July 5, 2005 beginning at 6:30 p.m. in the Boardroom of the School Board Office.


Member(s) present:  Mr. Glenn Dixon, Mrs. Fannie Hawkins, Rev. Tommy McKeel, Mr. Ralph Coleman, Mrs. Oleaner Green, Mrs. Georjean Jackson, Mrs. Harriet Bridges, and Mr. Gene Edmondson.


Member(s) absent:  Mrs. Evangelia Fields.


The meeting was called to order by the president, Mr. Glenn Dixon, and all visitors were welcomed.


Invocation was offered by Rev. Tommy McKeel.


Mr. Gene Edmondson moved, seconded by Mrs. Oleaner Green to approve the minutes of the regular meeting of June 7, 2005.




Mrs. Oleaner Green moved, seconded by Mrs. Fannie Hawkins to approve a request by the family of Mrs. Jessie Mae Allen to schedule a social in the Lake Providence Senior High School cafeteria on August 6, 2005.




Mrs. Fannie Hawkins moved, seconded by Mrs. Georjean Jackson to approve a request by the Union Baptist No. 2.  Church Youth Department for a bus to transport children to the Jackson, MS water park on July 23, 2005.




The Gladney Agency, in collaboration with the East Carroll Parish School Board, recognized Mrs. Cheryl Kennedy, accounts payable clerk, as district ”r;Employee of the Month”.


Mr. Lance Bishop, TAC Representative, made the following report to the board:


  1. The roofing project at the Lake Providence Jr. High School is 98% complete.

  2. The Junior High School, Monticello, Southside and Northside window units

    are complete.

  3. Monticello heaters did not fit original space, currently being re-configured to

    fit into wall spaces.  Expected HVAC completion date is August 15th.

  4. Insulation at Monticello High School will be installed in late July and completed by

    early August.

  5. Control drawings have been completed and the hardware installation will begin within two weeks.

  6. TAC has contacted Entergy and Atmos for historical utility information.  The first

    savings report may be complete by August 1st.

  7. Mechanical service training will take place in late August or September.

  8. TAC will install additional lighting at the Central Office and the Technology Center

    with no additional cost to the School Board.

  9. TAC replaced the compressor in the Senior High School auditorium at no additional

    cost to the School Board.

  10. TAC has made minor repairs to several units at the Lake Providence Senior High School at no additional cost.


Mr. Lynn Hawkins, State Coordinator for the Cooperative Baptist Fellowship of Louisiana, presented a proposal to purchase school supplies for approximately (300) K-3 students in the School district.  The proposal was approved by the board.


The following policies were given to board members for adoption at the regularly scheduled meeting in August, 2005:


  1. Board Member Compensation and Expenses

  2. Public School Choice.


Mr. Gene Edmondson moved, seconded by Mr. Ralph Coleman to approve the recap for janitorial supplies for the East Carroll School District.
