School Board Meeting

November 13, 2007

 

The regular meeting of the East Carroll Parish School Board was held Tuesday, November 13, 2007 beginning at 6:30 p.m. in the Boardroom of the School Board Office.

 

Members present:  Mr. Glenn Dixon,  Mr. Gene Edmondson, Rev. Tommy McKeel, Mrs. Fannie Hawkins, Mrs. Harriet Bridges, Mr. Ralph Coleman, Mr. Roger Shoemaker (6:50 p.m.), Mrs. Georjean Jackson, and Mrs. Evangelia Fields (6:45 p.m.).

 

Member(s) absent:  None.

 

The meeting was called to order by the president, Mr. Glenn Dixon.  Invocation was offered by Mr. Gene Edmondson, and Mr. Glenn Dixon led the Pledge of Allegiance.

 

Mr. Gene Edmondson moved, seconded by Mr. Ralph Coleman to accept the minutes of the regular meeting of October 2, 2007.

 

MOTION PASSED

 

Mr. Ralph Coleman moved, seconded by Mrs. Fannie Hawkins to approve the following requests for use of facilities:

 

1.         The band room of the Lake Providence Sr. High School on November 17, 2007 for a wedding reception

2.         The band room of the Lake Providence Sr. High School on December 8, 2007 to raise funds for a scholarship sponsored by the East Carroll Scholarship Foundation

3.         Bus transportation for students of Antioch Baptist Church to Natchitoches, Louisiana to attend annual Christmas activities on December 1, 2007

4.         Fundraiser activities at the Lake Providence Sr. High School for LA Gear Up/Explorers Club students to attend a Leadership Conference scheduled for April 3-5, 2008 and April 19, 2008 at Louisiana Tech University

5.         Annual general fund fundraiser requests for the Lake Providence Sr. High School.

Mr. Ralph Coleman moved, seconded by Mrs. Evangelia Fields to accept the resignation of Rev. Antonio Anderson (Child Specific Aide) at Lake Providence Jr. High School.

Mr. Ralph Coleman moved, seconded by Mrs. Georjean Jackson to approve the recommendation of the superintendent of schools to terminate Mr. James Scott (Non-Tenured Food Technician) at Lake Providence Jr. High School.

The Gladney Insurance Agency and the East Carroll Parish School Board recognized Ms. Shirley Dee (Southside Elementary Teacher) and Mrs. Nola J. Howard (Southside Elementary Teacher) as Employees of the Month.

 

Mrs. Evangelia Fields moved, seconded by Mrs. Georjean Jackson to give a $1250 tax supplement to all school board employees (where appropriate) on November 16, 2007.

Mr. Ralph Coleman moved, seconded by Mr. Gene Edmondson to write an addendum to School Board Property Hunting Rules to say that only deer with four points or more could be killed on School Board hunting properties.  Public notice would also be published.

Mr. Gene Edmondson moved, seconded by Mr. Ralph Coleman to adopt the following policies:

 

            1.  Suspension Policy

            2.  Expulsion Policy and

            3.  Video Monitoring of School Board Property

Mrs. Evangelia Fields moved, seconded by Mr. Ralph Coleman to accept the Workmen’s Compensation proposal from Stone Trust Commercial Insurance for $149,634.

Mrs. Evangelia Fields moved, seconded by Mrs. Georjean Jackson to place meeting agenda item number thirteen (Bids for farm land #609) last on the agenda.

Mrs. Fannie Hawkins moved, seconded by Rev. Tommy McKeel to approve the district’s Teacher Recruitment Grant.

Members of the Board were provided a copy of the district’s Pupil Progression Plan to consider for adoption at December, 2007 meeting.

 

Rev. Jesse Knight (Concerned Citizens for a New Progressive Direction) asked for clarification and board consideration of the following district educational concerns:

 

1.         Guidance counselors for the Lake Providence Jr. High School and Monticello High School

2.         After school tutoring services for students

3.         Parent updates regarding curriculum and testing policy    

4.         How will the district address low test scores

5.         How will student morale be addressed

6.         Upgrading library facilities at district schools

                                                                  

Mr. Gene Edmondson moved, seconded by Mr. Ralph Coleman to award the highest bid for Farm #609 to Vic Berry Farms.
