USE OF SCHOOL FACILITIES OR EQUIPMENT

 

 

The East Carroll Parish School Board believes that the function of school buildings, grounds and equipment shall be to accommodate approved school programs for students and to assist in meeting the educational, cultural, civic, social, and recreational needs of the communities.

 

The East Carroll Parish School Board further believes that the use of school buildings, grounds, and equipment by the community, private individuals, private business concerns, or any outside group that charges an admission shall be considered a secondary function and scheduled at times which do not interfere with regular school activities or programs.

 

The building principal shall be primarily responsible for initial screening of all requests to use school facilities, grounds, or equipment and providing assurance that prospective users are reliable, responsible, and will not use the facility, grounds, or equipment for disreputable purposes.  Further, it shall be the responsibility of the building principal to render an initial decision as to whether or not the request should be approved.  All requests shall be submitted on an approved form, which may be obtained from the building principal, and shall be received at least five (5) working days in advance of the date of requested use.  The building principal shall submit all requests to the Superintendent in a timely manner.

 

Prior to actual use of facilities, grounds, or equipment, all requests shall be approved by the East Carroll Parish School Board and/or Superintendent.  Any request for facilities that is not covered in these guidelines shall be brought before the School Board for consideration.

 

FEE SCHEDULE

 

The following fee schedule shall be initiated when request by private individuals, private business concerns, or any outside group or organization that charges an admission are approved.  Proof of adequate liability insurance coverage, naming the East Carroll Parish School Board as an additional insured, shall be attached to all requests.  In any event, the user shall agree to hold the East Carroll Parish School Board, the school district, and its employees harmless for any injury, accident, or death to person(s) or damage to or loss of personal property.  Additionally, the approved user or lessee shall agree to pay all costs for the East Carroll Parish School Board's defense of any suit of claim arising from the use of facilities, grounds, or equipment.  In the absence of suit or claim, the user or lessee shall pay for any physical damage to or loss of Board-owned property while it is being used, and the amount shall be established by the East Carroll Parish School Board.

 

Auditorium

 

$250.00 per evening or day ($50 deposit is included in the $250.00 fee.  The deposit will be returned if the Auditorium is left in the same condition)

 

Cafeteria

 

$200.00 per evening or day ($50 deposit is included in the $200.00 fee.  The deposit will be returned if the Cafeteria is left in the same condition)

 

Cafeteria and Equipment

 

$250.00, excluding payment by user to approved school food service personnel for performance of duties, per evening or day ($50 deposit is included in the $250.00 fee.  The deposit will be returned if the Cafeteria is left in the same condition)

 

Gymnasium

 

$250.00, ($50 deposit is included in the $250.00 fee.  The deposit will be returned if the Gymnasium is left in the same condition)

 

Band Room

 

$125.00, ($50 deposit is included in the $250.00 fee.  The deposit will be returned if the Band Room is left in the same condition)

 

School Bus

 

Operational amount, as established by the Louisiana Department of Education.  Bus driver to be used shall be approved by the School Board's transportation supervisor.  The rate of pay for the bus driver shall be assumed by the approved user.  When school facilities are approved for use, the building principal or designee shall be responsible for supervision of all activities conducted.  Payment for services rendered after regular school hours shall be assumed by the East Carroll Parish School Board, including payment for custodial services by approved school personnel.  The prevailing minimum wage shall be limited to two (2) persons.

 

WAIVER OF FEES

 

User fees shall not be charged to the following groups:

 

Public Service Meetings of an informative and educational nature and of importance to the citizens in the school community.

 

In-House Educational Groups or School Organizations, including 4-H clubs, FHA clubs, etc. School Related Events, including Parent-Teacher Organizations, Booster clubs, etc.

 

RESERVATIONS

 

The East Carroll Parish School Board reserves the right to deny or refuse any request for use of facilities, grounds, or equipment which:

 

  1. Concerns activities prohibited by law or School Board policy;

  2. Is made by any person or organization which has failed to follow procedures approved or developed by the School Board;

  3. Is considered in any way contrary to the best interest of the school system;

  4. Concerns weddings, wedding receptions, and showers; and,

  5. Concerns partisan political activities.

 

SECURITY

 

In the event that the building principal determines that additional security is required at any event, because of the size of the expected attendance and/or nature of the event, additional security officers shall be employed by the approved user to establish and maintain order.

 

REGULATIONS

 

Any rules, regulations, etc. not specifically indicated or addressed in this policy shall be left to the discretion of the East Carroll Parish School Board.
